The tank is above the carburetor and could have been gravity fed but the tractor uses a fuel pump. Gently polish the needle of the mixture screw with a fine Scotchbrite. I'd love to connect. The air-fuel mixture doesn't have to go down the carb, then make a 90 degree turn in the manifold to get into the cylinder. Being a updraft carb, excessive choking causes gas to run out of drip hole in carb even if carb is working correctly. The carburetor should not leak but with full choke, gas will be sucked from the carb and gas will drip from the carburetor. These losses in the updraft carb, of course, can be somewhat reduced by properly controlling the wall countours of passage as it turns the flow, but that was not done in these early carbs and it isn"t even necessary for the downdraft configuration.
